Flagstone Central was opened by property group Stockwell on Wednesday morning, with customers eager to be among the first to do their shopping at the new precinct.
As well as the Woolworths store, the centre has seven restaurants and cafes, a bakery, produce store, butcher, BWS, tobacconist, barber, chemist, doctor, dentist, beautician and nail salon, discount store and a gym.
A learn to swim school and a service station will open next month.
Stockwell managing director Mark Stockwell said about 450 people were employed full-time at the centre.
"People want to stay closer to their communities, they want to do business ... (and) work closer to home," he said.
"(The centre) gave faith to mum and dad businesses through the tricky COVID-19 period."
Property manager Stelios Bourboulas said the community had wanted more options, especially when it came to eating out.
Restaurants at the precinct included Thai, Indian, Chinese, sushi, pizza and a fish and chip shop.
"We have a couple of opportunities available to pick up on what's still missing," he said.
"There are other things we want to cover, like PO boxes, that we will look into."
He said developer Peet and the Flagstone Community Association were among the local stakeholders who had spoken with Stockwell during the development.
The centre has about 440 car parking spaces, 150 of which are undercover.
It has been long-awaited by residents, with discussions around expanding the former Flagstone Shopping Village under way for several years before council approved the centre in 2016.
In the next 30 years, Flagstone's population is expected to grow to 120,000 people.
A Coles opened in the suburb earlier this year, while a third shopping centre, a community centre and 1700 new lots was approved by the state government in 2019.
