The pair of teens were hit by a Nissan X-Trail while riding an unregistered and uninsured bike at the corner of West Sentinel Drive and Pub Lane.
Police dealt with the rider, a Greenbank boy, under the Youth Justice Act.
They would not reveal the consequences for the pillion passenger.
The accident came days before a fatal accident at Kingston.
The Chinchilla teen was just 17. He succumbed to serious head injuries at Princess Alexandra Hospital.
His pillion passenger, also from Chinchilla, was in hospital with leg injuries.
