The company has lodged a development application with Logan City Council for a restaurant at 2-10 Logan Street, but Cr Laurie Koranski predicted strong opposition from locals.
Designed by Brisbane firm PA Architects, the plan includes a 420 square metre, one-storey restaurant.
It will feature a dual-lane drive through and 52-space car park, playground area and party room.
The restaurant, to be built on lot 3 of the site, will front Albert Street but have an access road from Logan Street and Anzac Avenue.
It will sit next to a childcare centre, 7-11 service station and KFC restaurant already approved by council.
The application is code assessable, and under state legislation, the community does not need to be notified.
Code assessable development applications are decided by council officers, not councillors.
Deputy mayor Jon Raven said the Logan Village site had a long development history.
"The latest proposal for this site is not just a consequence of assessment under the current Logan Planning Scheme but also planning provisions that date back to the Beaudesert Shire's Planning Scheme which earmarked this land for commercial purposes," Cr Raven said.
"Logan City Council understands some provisions in our current planning scheme do not meet the community's expectations.
"We are undertaking major planning scheme amendments this year and next year to address exactly these kinds of issues."
Cr Koranski said she supported good development in the right locations but knew this was not what many people wanted.
"I strongly support a review of the current planning scheme to eliminate loopholes and I have consistently fought against this type of development in Logan Village ... to preserve the character of the area.
"Amending the planning scheme can be a lengthy process and developers sometimes have opportunities to make applications under the old rules even after they have been changed.
"... My hands are tied on this application."
