Cathy Plowes made the grim discovery while picking up rubbish at the intersection of Mundoolun Road and Collins Creek Road on Sunday morning.
The animal had been gutted and its paws had been cut off, with remains left in the grass.
Its carcass had been removed.

Mrs Plowes, who regularly removes rubbish from the area with husband Peter, said she was sickened by the incident.
She feared for any children who could have found the remains.
"It was the most revolting thing I have ever seen in my life," she said.
Mrs Plowes said she first saw a pool of blood next to the road before seeing the remains of the animal.
"I didn't look all that closely - I wanted to throw up - but I knew it had been butchered," she said.
"Its paws were on the ground next to it. The animal was gutted, butchered."
"It is really distressing for me. What if a child had come across it?"
She wanted her discovery to act as a warning to others that animals were being cut up in plain view.
"I don't want children to see what I saw. It was disgusting," Mrs Plowes said.
"It's a quiet little spot, because there's nothing along there until the farms further along.
"I think someone knew they could get away with it."
Division 9 councillor Scott Bannan
said it was illegal for people to use any part of a protected animal's body, even if it was already dead.
"You have to also take into consideration the impact leaving the remains behind could have on a witness," he said.
"Left on the side of the road, a kid could find it after getting off the school bus.
"Put a bit more thought into it and have some common courtesy.
"Not everyone is pig or kangaroo hunter."
Mrs Plowes said she had been picking up rubbish from the road for about four years, using it as an exercise routine and to do her bit for the community.
"I'm not a screaming greenie, but I don't like seeing rubbish," she said.
"The amount of McDonald's straws, coffee cups, KFC containers and general disgusting rubbish.
"People just don't care."
An RSPCA spokesman urged anyone who found injured wildlife to phone a reporting hotline on 1300 ANIMAL.
