A Victorian woman is isolating after inconclusive coronavirus test results.
As the state enjoyed its 32nd day without any positive cases, the Department of Health and Human Services said the women in her 20s had undergone a third test and her case would be reviewed.
The DHHS said it was notified late on Monday of the women's "indeterminate" result, adding her first test was a weak positive and the second a negative result.
"The case is isolating due to an abundance of caution pending a further test and assessment by the expert review panel today," it said in a statement on Tuesday.
Colac residents, or anyone who has been in the area, are being urged to have tests if they show any symptoms after viral fragments were detected in a wastewater sample taken on November 23.
The DHHS said further analysis of the sample showed "very low levels" of viral fragments and this could be from viral shedding, which can last for several weeks.
There were no deaths and 6874 tests in the previous 24 hours.
Meanwhile, one of Australia's authorities on hotel quarantine programs says the training, not the uniform, will be the key to Victoria's new-look system.
Jane Halton, the chair of the coalition of epidemic preparedness, has reviewed quarantine programs across the country and said the issue was not so much whether security guards, police or defence personnel are used as staff.
"Is the uniform really important? Probably not. It's the training that's really important," she told the Nine Network on Tuesday.
Premier Daniel Andrews outlined the state's new program on Monday ahead of it resuming on December 7.
She has given it a tick of approval, saying the state appears to have learned its lessons well from the disastrous initial scheme.
"This time what they have done is thought about every single element of the system," she said.
"They are putting in place arrangements to make sure they manage infection, they look after the residents properly, so I think they have done a pretty good job of redesign."
Ms Halton said there was a lack of discipline in Victoria's initial program, which led directly to the state's devastating second wave, with the use of security guards one of the key factors.

Mr Andrews says a dedicated agency, COVID-19 Quarantine Victoria (CQV), will oversee the program.
It will be led by Corrections Commissioner Emma Cassar, who will report to Police Minister Lisa Neville.
No private security guards will be involved, with all staff employed or directly contracted by CQV, with the exception of cleaning staff, who are on fixed-term contracts with Alfred Health.
About 300 Victoria Police officers and 220 Australian Defence Force personnel will be embedded in the hotels each day.
Ms Halton says it's crucial Victoria starts quarantining returning international travellers again.
"One of the reasons we need Victoria to get their system up and running is we need more beds available so we can bring people home," she said.
Queensland and South Australia also reopened their borders to Victoria on Tuesday, while Western Australia will do so from December 8.
Victoria had its first virus death in a month on Monday, taking the state toll to 820 and the national figure to 908.
